Discussion of some options open to a local authority which holds land intended in the long term for development but over which it is prepared to permit public access in the meantime while avoiding the risk of it becoming a town or village green. Approaches considered include fencing and interruption of access, inviting and encouraging access, statements of intention, erecting notices and statutory appropriation.
